A obrazek jest w jakimś PDF-ie? może przypadkiem wektorowy i dałoby
się weksportować bez strat? (tak np. da się przekopiować napisy)
Ewentualnie najlepiej wyeksportować samą stronę dokumentu
(najczęściej używam do tego "pdfseparate" z Popplera).
"pdfimages"/"pdfdetach" też mogą być pomocne.

Mniej mi chodzi o tłumaczenie, tylko po prostu potrzebny jest tekst
tych norm, żeby wiedzieć, co się tłumaczy. Ale o tym poniżej:
A PKN mało zarabia na sprzedaży norm? Wszyscy kupują w Szwajcarii?
