Well, yes... but then the HTML file for the HOWTO is dependent on 
*also* having the CSS file around.  Which makes it difficult for
someone to simply "Save As" the HTML file and keep it on their
system or post it on an intranet (as I know people do).

Now perhaps the CSS should be embedded in the HTML file... but that
might add more complexity to the stylesheets... I don't know.

P.S. I am, by the way, a huge fan of CSS... so I am NOT saying that embedding
the colors in HTML is a better *technical* solution, just perhaps a
better *practical* solution given our documents.
