Hmmmm... I notice you are using ldp.dsl. In there, there is:

  (define %section-autolabel%
    ;; For enumerated sections (1.1, 1.1.1, 1.2, etc.)
    #t)

If you have that set to "#t", section numbers should just show up 
and appear in your TOC.  What version of jade are you using?  And are
you using Norman Walsh's latest copy of the DSSSL stylesheets?
