docbook: Numbered Items in TOC

I write DocBook 3.1 and convert it to HTML using:

   jade -i html -t sgml -d /path/ldp.dsl\#html filename.sgml

My section headers look like this:

   <sect1 id="SectionName"><?dbhtml filename="section-name.html">

Is there an option I can use either in the section header or the jade
command that will generate numbered lists in my table of contents?
