I would say definitely yes.
This LWN.net article explains the (tiny) 1.2 -> 1.3 difference, which
is just a technical tweak that doesn't adversely affect LDP (or anyone
else):

GFDL 1.3's sole innovation is a clause added for tactical reasons to
help Wikipedia get out of a licence compatibility problem. No joke.
