For writing HOWTO's by people who don't know docbook, I suggest
LinuxDoc. But what about using Moin-Wiki markup for writing HOWTOs?
It's likly just as easy as a subset of Linuxdoc. So could we ask for
someone to look into converting Moin-Wiki to Linuxdoc and conversely.
If it's too hard then don't do it but perhaps the software for
conversions to-from DocBook to Moin-Wiki could be easily modified to
support LinuxDoc.
