At one time (many years ago) the LDP stated that any Doc submitted without a license was considered to be published under the free LDP license (aka "boilerplate license). Then LDP changed it's policy to require that any Doc submitted have a license. But a few docs. may have been accepted by mistake.
The mistake is due both to the author not having a license and the LDP
for accepting it.
But LDP should adhere to the rules. It will not likely cause any serious
problem to do so since the Docs. in question are likely obsolete and need
rewriting. Copyright law can be enforced with criminal penalties
although it doesn't happen often.
