I may be mistaken, but I believe the problem is you're trying to point
it to a .cat instead of a .dtd.
Based on your catalog entries in /etc/sgml, I think you should make the
path above read
"/usr/share/sgml/docbook/xml-dtd-4.2-1.0-14/docbookx.dtd" and everything
should come out just fine.
