docbook: Docbook XML on Red Hat 8.0

I'm using standard Red Hat 8.0, as far as SGML/XML tool go. I can
validate a minimal docbook XML document when the identifier is the
public identifier, e.g.:

<!DOCTYPE article PUBLIC "-//OASIS//DTD DocBook XML V4.2//EN" "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd">

  <!-- /etc/sgml/xml-docbook-4.2-1.0-14.cat -->

However, I can't reach oasis-open.org right now, so I thought I'd try
a local identifier (and anyway, I'm not wild about being dependent on
someone else's web site):
