Funny. I don't have that file. Instead I see
# xml-docbook.cat -> xml-docbook-4.1.2-1.0-8.cat
> /usr/share/sgml/openjade-1.3/catalog
And this line really is
# CATALOG "/usr/share/sgml/openjade-1.3.1/catalog"
And that file exists.
$ rpm -qf /etc/sgml/xml-docbook.cat
docbook-dtds-1.0-8
$ rpm -qf /usr/share/sgml/openjade-1.3.1/catalog
openjade-1.3.1-4
