Sorry, sloppy reading on my part.
Your doctype declaration looks ok.
The catalog file you are quoting is located in
/usr/share/sgml/docbook/sgml-dtd-4.1 on my system.
And this directory also contains all other files.
$ pwd
/usr/share/sgml/docbook/sgml-dtd-4.1
$ ls
cals-tbl.dtd
catalog
dbcent.mod
dbgenent.mod
dbhier.mod
dbnotn.mod
dbpool.mod
docbook.dcl
docbook.dtd
The second argument to the PUBLIC statement is a file name.
