Thanks for asking--it's worthy of some thought!
Off hand, my first thought is that I'd rather see a "chapter centric"
organization with the latest revision "on top".
Then, as you're reading the document chapter by chapter, if some particular
section or chapter doesn't have the latest revision, it would seem fairly
natural to find and read the previous (or some previous) revision.
