Dear Machtelt,
The registration of ISBNs imposes requirements on
publishers in Australia. If the publisher is foreign
but the author is Australian then the obligations
still arise.
As you are applying for the ISBN you are by definition a
publisher of the Remote-Serial-Console-HOWTO.
If you proceed with obtaining an ISBN for my work without
my permission (an act I find morally outrageous even though
allowed by the words of the license) then I request and
require you to meet the obligations for registered works.
To my knowledge these requirements are the provision of legal
deposit copies to the National Library of Australia and to the
State Library of South Australia for versions of the HOWTO
as they are issued. The copies should meet archival standards
in paper and binding.
