If you're using DSSSL, ldp.dsl for example, it's done here:

  (define (shade-verbatim-element-colors element)
    (case element
      (("SYNOPSIS") (list "#000000" "#6495ED"))
      ;; ...

      (else (list "#000000" "#E0E0E0"))))
