Not exactly. The doctype line specifies the "document type definition"
(DTD), i.e. a specification of allowed entities and their interaction
The DTD for DSSSL files is very simple has been constant for a long
time. Note that there is no version number in in the public identifier.
On my RedHat the file in question is
/usr/share/sgml/openjade-1.3/dsssl.dtd
which is referenced through
/usr/share/sgml/openjade-1.3/catalog
which is in turn referenced ... through the master catalog.

The target of this system identifier is generally called
"docbook.dsl files".

AFAIK all recent releases ship read-to-use packages.
