docbook: doesn't give an href link in HTML

Using DocBook XML and the LDP's XSL over the top of
xml-stylesheets-1.48, When I have code like :

<citation>gcc</citation>

this does not translate into an HTML anchor after rendering.

IMO, this should become an HTML anchor to the relevent entry
in the <bibliography>. Is there a simpler/better way to do this ?

Also, silly question, but I thought it was possible to minimise XML
tags like so <title>blah</title> -> <title>blah</>, but xsltproc doesn't
like this. Any ideas ?
