outdated HOWTOs

I think the policy (static web site) should be: * never remove nor change the URL of any doc (people can have a link to it) * change indexes. so HOWTOs should have some sort of date included in the name. we should have a "need review" list (up to date!). Probably any doc older than two years should be automatically put there.
