This intention, while noble, might limit the incentive for 
publishers to promote LDP content. 

For example, ZDNet has an LDP mirror with banner ads
that we promote on our homepage, www.zdnet.com.

We also feature the most recently updated HOWTOs in the
Linux Center.

And anyway, won't there always be plenty of mirrors unencumbered
with ads for bandwidth-challenged and/or easily distracted 
users?
