GNOME includes a tool to do this locally on a machine. Using Galeon, I can 
enter a URL like this:

   man:less

to view the manpage for 'less'. It also works for GNOME Help pages 
(ghelp:subject). I tried it with GNU info pages, but I don't remember the 
results.
