I meant that information and policy on publishing could be in another file
with a link to this file from the manifesto.  But upon thinking it over, I
think it best to keep all major policy in the manifesto.

It's part of our history.  Terry Dawson maintained our mailing list from
Austrlia and when he killed the list (after we had gotten another list
location in the USA) all the archives from Australia disappeared.  These
archives contained the flame war over a license that Eric S. Raymond
proposed for LDP and I was leading the opposition to this license (based
on the "Open source definition".  I once thought that I should write a
howto on licenses but never did.  Perhaps I'll write one now although I've
forgotten a lot and there's new info on the topic that I haven't followed.
