LDP Author Guide Status?

The date of last revision of the LDP Author Guide seems to be
2006-04-20. (I say, "seems to be" because the formatting is a mess on
the web page.) http://tldp.org/LDP/LDP-Author-Guide/html/index.html Is
it current?
If not, what is the current process for an author to update a HOWTO?
I last changed the Linux Complete Backup and Recovery HOWTO in 2006,
and would like to update it.
I used to have a CVS account, but I don't think I have login data for
it anymore.
