well this is the problem: some servers don't have php or not the good
version. We shouldn't (and we don't :-) ask mirror to have php.
If I read well (please verify!) the pgp code is only used to update
the man pages version number?
this could be done by the script that write the tgz to the directory?
if you confirm this, I will try to see how I can make the script better

(simply adding "php man.php > man.html" to the/a script couldn't it be
sufficient?)
