I know this wasn't the main point of your post, but just for the record:
* I didn't even think about the need for a license, my intent was to
"contribute" what I wrote under the default license of the TLDP
(whatever that turns out to be)
* Yes, absolutely they can be merged--I wasn't really trying to write
a "new" HOWTO, but I had trouble seeing how to comment on what you
wrote, so I thought a new attempt, trying to say some of the same
things you were saying might be useful (or not)
Anyway, feel free to merge it however it makes sense (or not)--I'm sure
other will have comments as well as it gets closer to agreement.
