Sorry for jumping in--I agree with you and Rick.  But maybe slightly 
further, I don't think the TLDP would or should ever have a reason to 
suggest a dual license--I think it's more likely that some author (like 
some software developers) have some problem with a free license and 
propose a dual license for their reasons / benefit.

If one of the dual licenses satisfies TLDP, that should be acceptable to 
TLDP--we don't have to be concerned with the other license at all.
