util-linux login without PAM

My init actually just starts the bash shell. From there I want to figure out how to login. I have compiled login from util-linux and I have an /etc/passwd that looks like: "root::0:0:root:/root:/bin/bash" When I type "login -f root" I am still prompted for a password and cannot login even with a blank password. (I did not enable shadow in MCONF) I did not compile util-linux with PAM support so I'm not sure what is wrong. If anyone has more information on how I would be able to get logged in I would appreciate it. I found this http://tldp.org/HOWTO/From-PowerUp-To-Bash-Prompt-HOWTO-10.html but it doesn't have the information I need.
