Which is the ideal HOWTO available in DocBook format which can be used
as an example / reference implementation to check the markup?

I have  converted the  MP3 HOWTO using  sgmltools -B  ld2db <filename>
command. 

Is there some tool available to verify the markup of a DocBook file?

You might get valid markup from this type of conversion,
but it's far from an optimal use of docbook tags. I found
that a fair amount of cleanup is still required post-conversion.

Most useful is the Sample HOWTO (first link)

Actual examples are in abundance in the CVS:

On the commandline, you can use xmllint from the libxml package.
