That is the ideal case, but I have already had a couple of good
translators express confusion at Linuxdoc and Docbook, and I am more
willing to sacrifice a bit of my time than to sacrifice good volunteers
at this stage. It is probably not the choice everyone, or even most,
translation coordinators would make.
And what do you mean "even vim"? Vim has everything one needs! ;)

That is a good suggestion; one that I and most of the translators with
whom I work seem to have adopted naturally. Nevertheless, it warrants
formal mentioning.
