Probably not much of an issue for Swedish translation today, but still a
good suggestion. I will incorporate this.

That sounds like a reasonable policy. I will incorporate this too.

I just got done marking up a translation of the Linux User Group Howto
which had not been translated directly in Linuxdoc. It took me about 90
minutes, and it should be noted that I have not worked with the format
before. That is considerably less than what I spent proofreading it.
While it is not the most fun I have ever had, I would rather take on a
bit extra work in the early stages of the project than risk frightening
off potential translators. As the project grows, I expect to require
help from others in adding back markup or mandate that submissions be
made as source.
Thank you very much for your comments. I hope that we can continue to
share our experiences and eventually document them in a structured
fashion for future translation coordinators.
