It's more that the client-side bits may not be there to support
autopackage files.

Checkinstall has been around for a while for producing deb/RPM/Slackware
packages:

http://asic-linux.com.mx/~izto/checkinstall/

I've used it to make RPMs from simple source compiles, and it worked OK
- I haven't tried the options to produce packages for multiple formats.
