Here are the steps you could follow to get this done

* Check the license to make sure that it allows for translation.
* Contact the authors to let them know that you are translating their 
HOWTO's as a courtesy
* You might lead a Chinese translation effort and get the HOWTO's in LDP
* Emma Jane Hogbinis the I18N coordinator.  I am CC'ing this reply to 
her for followups
