If we can agree on a simple spreadsheet, or even just a text file with
columns, there's bound to be some space on the iBiblio servers to host it.
I'd suggest keeping track of the following:

Name of the person - Subject cathegories for which they are expert -
availability, expressed in hours/month, for instance.

The next question is: should this information be public, that is, linked
from the TLDP web site, or should it only be available for the ones who
absolutely need it to perform their tasks?
