More or less. You might have to update yourself with the implications of 
newer features like 2.6 kernel , SELinux or the latest version of GNOME 
but the basics concepts pretty much remain the same.

Fedora docs project plans to branch out the document just like the 
distribution. So you will have to update your document everytime. Unlike 
RHEL, the Fedora Project changes rapidly by sticking close to upstream 
by design and this would mean many things do get outdated otherwise.

Not really but as a LDP volunteer I would recommend document authors try 
and focus on distribution agnostic stuff for things hosted in tldp.org
