I had tried using the 2.6 versions, but they don't seem to be
compatible with Fedora Core 2 or 3. Also, note that the 2.6 versions
don't include as many drivers as the 2.4 versions (such as PCMCIA), and
TimeSys only provides a Pentium 3 package, not a generic Pentium one,
thus limiting its use.
If, after publication, someone wants to amend the HOWTO for a 2.6
version, I would be happy to incorporate the changes.

The TimeSys Linux package ships with a complete kernel source tree; the
specific kernel source package I mentioned in the HOWTO was only for
installing the headers and related support files. It is unlikely that
the security updates you mentioned can be easily patched into TimeSys
Linux, as it is a fork of the kernel and is not, to my knowledge, based
on Red Hat's tree. However, I would expect that TimeSys issues security
updates in subsequent releases of their kernel.

No, the issues are relevant. It is certainly possible that the target
system may be hooked up to the Internet, at least during the
development/testing phase.

I'm not sure what you mean. I don't believe TimeSys provides any SRPMs
of their kernel.

On this matter, I was following the LDP's own HOWTO template, available
here:

Note that in this template, the license is not included inline. Also
note that there are existing, approved HOWTOs in LDP that do not
include the FDL inline, such as this one:
