On Mediawiki today, I don't know where the ToC shows up, but I'd like to
suggest/request you consider putting it on the right. That minimizes the
need for horizontal scrolling (while reading the "normal" content of the
article) on smaller screens/windows.
If this doesn't quite make sense, ask and I'll provide more explanation.
