Okay, I have it fixed. I'm going to be *extremely*
verbose here, because if I'd found something like this
posted to a DocBook message board, my problems would
have been solved. Expect a patch to the
DocBook-Install mini-HOWTO talking about Mandrake 7.2.
(Is distribution-specific advice okay as long as it's
marked as such and separated out from the rest of the
documentation?)

If I execute docbook2xxx with the option

-c /usr/share/sgml/openjade-1.3/catalog

everything works fine.

Upon closer examination,
docbook2{tex,pdf,html,txt,etcetera} are all frontends
to jw, a script that executes openjade.

So, to make this work automagically, I modified jw so
that SGML_STANDARD_CATALOGS="no" instead of "yes"
(line 49, under "Set option: use standard catalogs"),
and commented out SGML_CATALOG_FILES="" under "Set
path to SGML catalogs" (line 214) so the line reads 

  no)  #SGML_CATALOG_FILES=""

SGML_CATALOG_FILES is set to '/etc/sgml/catalog' at
the bottom of /etc/profile. All the indirection and
links to links to catalogs appear to work.

Hopefully this will help someone else. I'm going to
send this to the package maintainer and (eventually)
submit a piece for DocBook-Install. Installing a
half-dozen RPMs and changing three lines of shell
script isn't that big a deal, and getting jade up and
running is probably the biggest hurdle anyone writing
for the LDP comes up against. As such, I believe we
should all take a keen interest in perhaps adding our
own experiences with distribution X to
DocBook-Install.
