I wonder if there's something silly I'm forgetting.

I get this error whenever I try to compile a DocBook
document:

jade:
/usr/share/sgml/docbook/utils-0.6/docbook-utils.dsl:5:73:W:
cannot generate system identifier for public text
"-//James Clark//DTD DSSSL Style Sheet//EN"

nsgmls will check the document just fine.

$SGML_CATALOG_FILES is set to /etc/sgml/catalog

/etc/sgml/catalog includes the line

CATALOG /etc/sgml/dsssl-1.3.cat

/etc/sgml/dsssl-1.3.cat includes the line

CATALOG /usr/share/sgml/openjade-1.3/catalog

/usr/share/sgml/openjade-1.3/catalog includes the line

PUBLIC "-//James Clark//DTD DSSSL Style Sheet//EN"
"style-sheet.dtd"

/usr/share/sgml/openjade-1.3/style-sheet.dtd says that
its public identifier is "-//OpenJade//DTD DSSSL Style
Sheet//EN", not "-//James Clark//DTD DSSSL Style
Sheet//EN", but that's just in a comment, so I don't
think it matters.

I can set $SGML_CATALOG_FILES to include
/usr/share/sgml/openjade-1.3/catalog manually, and it
still gives the same error.

From what I can tell, it should be working at this
point. Please help.
