That's not how I read Rick's email. I read it as saying (in my own words):
Debian is a collective of people. The "webmaster" role can be performed
by a number of people, but does not necessarily reflect an official
policy as stated in the Debian rule book. The Author Guide should warn
our LDP authors that the package maintainer chooses which documents are
included in the LDP Debian package, but/and this does not necessarily
reflect an "official" Debian view.
Please let me know if I have incorrectly interpreted any of the facts as
you know them to be (this applies to everyone).
