I think your estimates are far too high. I would guess that most people
who follow a list, post to it once in a while. So the number of people
following the list is likely less than the number who regularly post to
it. That's because many who post to it (including myself at times)
don't read all messages.
There may have even been cases where someone posts a message and no one
reads it at all.

Democracy also means informed voters. Voters who are not informed about
the issues shouldn't vote.
