Care to substantiate that, or is this just a drive-by?

I'll be glad to re-find my citations from the Debian Constitution,
Policy Manual, Developers' Reference, etc.  I hadn't thought that
necessary because of the long analysis posted and discussed many months
ago to that same effect, but perhaps you weren't present, or perhaps you
wish to revisit the matter.
