I think it comes before the point you proposed. Theoretically, French
documents will be checked with the French people that work here -- I think we
met them in Bordeaux in 2002 -- or will be put on hold 'til all the stages are
completed or will be published with an "unchecked" mark in a "docs_fr" (it's
just an example) directory.
So, there's no problem with a foreignlanguage document.
With regards to Linuxdoc versus DocBook, it is also transparent for the author
and I don't think it should clutter the diagram with things that aren't
important.

That's OK to me then. After all, I'm not willing to change licensing there
