Hey ! you cut everything apart . Please read on, I've produced my best language.
 
If you read on Rahul (and I'am not sure you did) you would see what I propose is actually
a "meritocracy" which also let access to  new ones, that on the go, aren't immediatly productive
like experienced or seniors.  How's that so suprising ? That is one step.
 
Also when I say "No need to be active", I mean that no one should exclude someone just
because he's just a user of the doc for example. He drops a line this could be typically a feedback, a cheer up, etc... I think he may become then a active member. Anyway more than if you say : "give your doc, and then be gone !"  Moreover feedback from the audiance of the docs everyone here contribute to be the best -volonteers ! in essence-  is a obvious need. Even more obvious when you try wondering is all this worth it. That is the other step. 
 
I propose actually a meritocraty, based upon the evident fact that volunteer is the fondation, then sure there is people that can be "called more" than "hey volunteer !" :)
 
Most actives gets rewarded in accessing to the lead of their chosen specialisty --if they want, they have a "decisive voice in the commitee". I even proposed TLDP could received donation like other Linux site. 
 
This is every-floor meritocraty building and on a voluntary way.
 
I don't say this is a perfect model but argumentation lacks in your post.

unacceptable. everyone who actually contributed
anything at all would be considered a volunteer. the
rest are just mailing list subscribers. we want a 
meritocracy not a democrary
