I personally think that Plone is overkill, but that's just me. The point
you made about key developers is exactly right. The more complex the
system, the more important every single individual is.

I'm working right now with Traduc to get their PHP scripts for translation teams. They
first need to add some documentation to the code base and then we will
translate to English so that other teams can use the package on their
own server (after translating to their language of choice).

So I would advocate going with PHP....but that's just me. It's plausible
we end up with a multi-language environment with different components
being hosted off-site and then "publishing" flat files to the ibiblio
server.
