Please note: I am working on the Author Guide at this point, not the
manifesto.

I'm not sure where that text is in the Author Guide...have you copied that
from the manifesto?
The intention is to have the author use:
1) an existing license
2) a simple copyleft-ish statement which basically says, "You may
modify this document if you'd like under whatever conditions you see
fit."
Someone within the last year submitted a document to us that was open
immediately to the public domain. As far as I can remember, there was no
license. I'd have to go back through my notes to see which document it
was. This is the kind of customization that is allowed (although not
encouraged--we prefer if they are using a standard license).
