The very short answer? Because I respect the wishes of active authors
more than I respect dead documents.
The first step when reviewing an existing document is to see if the
license allows modification. *Many* documents have been removed from the
collection because they are out of date and they cannot be modified.
This is how existing documents are reviewed. Please let me know if you
