On both: time investment is *realistically* two hours/week MINIMUM.
Reviewers are prone to dropping off the face of the earth right after
they've been assigned a doc...I'm not saying it happens to everyone, and
I'm definitely not saying that people plan for family emergencies to
happen right after they volunteer with our project. ;)
Keeping up with the mailing lists (+ getting caught up) has taken me
over 6 hours in the last three days. I don't think it will take everyone
that long to deal with the mailing lists, but a review can typically
take 2-6 hours for a HOWTO. And then I like the reviewer to do a
follow-up review to make sure all of the important changes were
incorporated (+1 hour).
