Just because no one has voiced an opinion otherwise does NOT mean that
there is a consensus. I am still trying to wade through about 200 emails
in my TLDP inbox and am having a difficult time keeping up.
Some authors, especially those who have written very long Guides, do not
want other people changing the LDP version of their document without
permission because they are actively maintaining the document. When I was
the technical review coordinator I did not accept any new documents that
were not licensed under GFDL or CC licenses. Most authors had simply not
picked a license and so we helped them chose a license. I still think this
is the best approach.

I don't believe so. Currently the Author Guide has the following section:
http://www.tldp.org/LDP/LDP-Author-Guide/html/doc-licensing.html
I don't think that information should be duplicated in the Author Guide
when a link to the manifesto is already present. Policies change and we
forget all of the places we need to update. In my opinion it is better to
have ONE place that has the current "truth" and then have all other
documents point to that one location.
