This is a good proposal, and you know the procedures well enough to have
documented them as it should. I vote that we put this somewhere in sight
asap.
As a temporary solution for outdated douments, I propose to take the list
(http://tldp.org/HOWTO/HOWTO-INDEX/howtos.html) of HOWTOs and clearly mark
the ones that are older than, say, 2 years, for instance by adding the
text "WARNING: Old document" after the title of the HOWTO. At the
beginning of the page, I suggest to have a message like this:
"Older, and possibly outdated and thus no longer useful documents are
marked, while awaiting a decision on whether to archive them into the
Unmaintained section."
Preferably, these messages should be at the top of teh page and in a
different color, because all the outdated documents are acusing a lot of
work on the feedback mailinglist. The same message should also be
displayed here: http://tldp.org/docs.html#howto
