If they are part of the DTD hierarchy for given top-level container 
element (article or book) then yes. I may also need to examine 
the DSSSL to make sure we are doing "something" with the given
element, but that's usually not too difficult.

Yes, the bibliography tag/element can be a child of article (article
is what we recommend for the top-level container of a HOWTO
document):
