I agree with Stein, it is not a good idea to have empty categories. They will
only be misleading. I can't think of anything more annoying than to look for a
document and actually find the right category just to find out it's empty. As
you will see when the English version of my report is finished, there are
suggested categories that should be included in the hierarchy when documents
conserning those themes are actually written. But I suggest they don't get
included in the hierarchy until the documents actually exists and are
available.
