Agreed.  When feedback on a document arrives at feedback, the only thing I
can do is either tell people to directly address the author of a document,
or to propose their issue to the discuss mailinglist.

Also, I think the HOWTO index might in some cases benefit from an extra
descriptive per document, stating _when_ to read the document.  Just
describing what the document is about is sometimes confusing.  In the
ideal case, it should say something like "read this if you have this or
that specific problem".  Readers know what their problem is, but not
necessarily which tool or procedure they need to solve it, because they
might never have heard about the solution.

The keywords might help with this.
